What the congressman is making effort to say IMO is no due process of law was observed in what is going on.
Let's say for the sake of argument;
And it's true, the Obama admin watchdog signed off on the inspection of the drilling rig, before the disaster. And that's no excuse for Transocean to not do the job right, but they got a free pass, using gifts and a system of favors to avoid real in-depth inspections as should have been done. So like it or not, Obama needs his mirror to look at for this part of the deal.

At the time of the incident, the contractor Transocean Ltd was drilling an exploration well on Mississippi Canyon Block 252. BP has a 65% interest in MC252.
The rig subsequently sank on Thursday 22 April and an extensive spill response operation was activated, involving more than 2500 people, a fleet of vessels, aircraft, dispersants and booms.

Transocean is the company who was doing the drilling.

So... did BP screw it all up... or was it really transocean? based in Switzerland.
Now, it's a given that BP contracted Transocean, to ultimately it is BPs "job" in essence.
And if we dig further, we can most likely find that all these companies and more are all like minded, share holders and all.
But if we are going to aim a wand at something, it might bode one to do a bit of research and dig a bit.
And we now know where the "small people" remark came from, not from BP but from Transocean.
